Won't be bullied, will wait out Trump term for trade deal, Doval told Rubio

  The Modi government had conveyed to the US in early September 2025 that it was willing to wait out the Trump presidential term if needed on the India-US trade deal. While US President Donald Trump and his aides are selling the India-US trade deal to Americans as a big victory, an interesting report turns the noise on its head. The Modi government told Washington DC that India was willing to wait out Trump's presidential term on the trade deal, according to a Bloomberg report.

Bloomberg is the first to report about the meeting in early September 2025 between Indian National Security Adviser (NSA) Ajit Doval and US Secretary of State Marco Rubio in which the Indian government conveyed its tough line. The meeting came against the backdrop of the Trump administration's relentless attacks on the PM Narendra Modi-led government and the 50% American tariffs on Indian exports, which was one of the highest in the world.

The report gains significance after Trump jumped the gun to announce the India-US trade deal, and his aides promoted it as a big victory for the US, particularly its farm sector. Agriculture and dairy are the two sectors on which India had drawn a red line.

Bloomberg quoted Doval as telling Rubio that "India wouldn't be bullied by US President Donald Trump and his top aides, and would be willing to wait out his term, having faced other hostile US administrations in the past."

The Bloomberg report was based on inputs from officials in New Delhi aware of the meeting. The officials requested anonymity because the "meeting was private". The Business news agency declined comment on the meeting by both India's Ministry of External Affairs (MEA) and the US State Department.

In the meeting, Doval conveyed to Rubio that New Delhi wanted "Trump and his aides to dial down their public criticism of India so they could get relations back on track", according to the report.

There was some mellowing of Trump and his aides' rhetoric after the meeting, with the US President calling up and wishing PM Modi on his birthday later in September.

Earlier, Trump and his attack dogs like Peter Navarro, made New Delhi's calling out the President on his India-Pakistan ceasefire fake claims personal.

"India is getting in bed with the authoritarians," said Navarro, after framing the Russia-Ukraine war as "Modi's war" over India buying Russian crude.

Navarro also attacked India's civilisational roots by using an image of a meditating Modi in saffron robes, a red tilak and Thiruneeru (vibhuti paste) on his forehead.

The attacks became sharper and tariffs higher after New Delhi junked Trump's claims of having brokered a ceasefire between India and Pakistan in the four-day war in May 2025. India-US ties, which had been on the upswing for two decades, nosedived.

Similar to his announcement of the May ceasefire on his Truth Social, Trump bypassed protocol on Sunday to declare the finalisation of the India-US trade deal on the very same social media platform. He said he had spoken to PM Modi.

While Modi acknowledged his conversation with Trump, his post remained silent on the trade deal. According to India's Commerce and Industry Minister Piyush Goyal, the two sides have been able to give a "final form" to the trade deal, negotiations on which began in February 2025.

It is self-evident that Trump unilaterally decided to announce the completion of trade deal and opened the Modi government to questions and attacks at home.

The lack of the deal details has given ammunition to Opposition and critics even as Trump and his aides are hard-selling the deal to voters back home ahead of the crucial mid-term elections in the US.

The US Presidential term lasts four years. A person can only be the US President for two terms. Trump became the President in January 2025. So, India would have waited till 2029 for the US-India trade deal.

The main points of Opposition attacks in India are that the US might have bullied New Delhi to agree to its terms on oil trade and agricultural products. In Catch 22, the government can neither confirm nor deny anything. However, the report on Doval's telling Rubio that New Delhi was willing to wait out the Trump presidential term indicates that the Modi government might not have agreed to terms that aren't conducive to India.
